What makes a sequence an arithmetic sequence?

Not an arithmetic sequence.

Practice makes perfect

When a sequence is arithmetic, the difference between two consecutive terms is constant. By examining our sequence, we can see that this is not the case. 2 + 9 ⟶ 11 + 10 ⟶ 21 + 11 ⟶ 32 ⟶ ... Therefore, the sequence is not arithmetic.
