What makes a sequence arithmetic?

Not an arithmetic sequence.

Practice makes perfect
When a sequence is arithmetic, the difference between any two consecutive terms is constant. By examining our sequence, we can see that this is not the case.

5 + 4 âź¶ 9 + 5 âź¶ 14 + 6 âź¶ 20 âź¶ ... Therefore, the sequence is not arithmetic.
