To write a percent as a fraction, write the number part as a numerator over 100. To write a percent as a decimal, move the decimal point two places to the left and remove the percent symbol.

Decimal: 0.007

Fractions, decimals, and percents are three ways to show parts of a whole. We want to write a percent as a fraction and as a decimal. We will do these one at the time, but first let's start by calculating the quotient of the fraction to simplify the percent. 7/10 % = 0.7 %

Fraction

To write a percent as a fraction, we write the number part as a numerator over 100. 0.7 %=0.7/100 Then, if possible, we simplify the fraction.
0.7/100
0.7* 10/100* 10
7/1000
We found that 710 % expressed as a fraction is 0.7100, or 71000.

Decimal

To write a percent as a decimal, we ignore the percent symbol and move the decimal point two places to the left.
percent as decimal: 0.38
We found that 710 % expressed as a decimal is 0.007.
