A linear pair is a pair of adjacent angles whose noncommon sides are opposite rays. Below, we can see that ∠ 1 is created by the blue rays and ∠ 3 is created by the green rays.

Therefore, ∠ 1 and ∠ 3 cannot be a linear pair because they do not share a common side. In fact, they are vertical angles.
