We are told that r is either more than 0 or less than or equal to -8. This means we need to create an or compound inequality. For the first inequality, we have the phrase more than, so we can identify that the inequality symbol should be >. & a number $r$ is more than 0 & r > 0

For the second inequality, we have the phrase less than or equal to, so we can identify that the inequality symbol should be ≤. & a number $r$ is less than or equal to -8 & r ≤ -8 Combining the two gives us the compound inequality. r > 0 or r ≤ -8
