Use the Right Angles Congruence Theorem.
See solution.
Let's illustrate two right triangles where we know that the legs of the triangle's are congruent.
Now we can write our paragraph proof:
By the Right Angles Congruence Theorem, the two triangles have congruent right angles. Because corresponding legs in the triangle's are congruent, and the right angle is the included angle to the triangle's legs, we can by the SAS Congruence Theorem claim that these triangle's are congruent.
