Because the boat length has a range of values, we can use a step function to graph this relationship. Some of the guidelines on the table are missing. For example, there was no number of people listed for a boat that is 19.5 feet long. We can assume that the table refers to partial feet and get the following graph.

However, if we read the table exactly as its written, we get the following graph.

Note that there are gaps in the domain between 19 and 20 and between 22 and 23. This first graph is likely the intention of the sign, but the second reflects the actual numbers in the table.
