Exercise 28 Page 200

Two quantities are proportional if there is a constant unit rate, or ratio, each time the values change.

No

Practice makes perfect
Two quantities are proportional when all of the ratios relating the quantities are equivalent. For each pair of x and y we will find the value of the ratio y x. If these values are the same, the quantities are proportional.
x y y/x Value
2/3 7/10 .7 /10./.2 /3. 21/20
1 3/5 .3 /5./1 3/5
4/3 1/2 .1 /2./.4 /3. 3/8

Notice that the value of the fraction yx is different for all pairs of x and y. Therefore, x and y are not proportional.
