Depending on how the lines run relative to each other, a reflection in the two lines will either mimic a rotation or a translation.
When two lines intersect at a point P, then a reflection in one line followed by a reflection in the other line, is the same thing as a rotation about the point P.
When a figure is reflected in two parallel lines, then the two reflections is the same as a translation
