We can use the Midpoint Formula to find the other endpoint. Since we know the midpoint's and one of the endpoint's x-coordinates we substitute them in x_M=x_1+x_2/2,and solve for x_2.
x_M=x_1+x_2/2
1=-3+x_2/2
2=-3+x_2
5=x_2
x_2=5
The x-coordinate of the other endpoint is 5. Now, we find the y-coordinate similarly.
y_M=y_1+y_2/2
-1=2+y_2/2
-2=2+y_2
-4=y_2
y_2=-4
The coordinates for the other endpoint is F(5,-4).
