We are asked to determine if the given scenario is biased or not, and are told that to determine whether voters support a new trade agreement, 5 voters from each state were chosen at random for a survey. Even when the selection is at random, 5 voters is a really small sample and does not represent the population of a state. Therefore, the sample is biased.
