Theory

$\frac{a}{b ^{c}} = a b^{- c}$

This is a combination of two rules. First, the numerator is factored out from the fraction, and then the fraction is rewritten as a power with a negative exponent.

\frac{5}{9 ^{3}} = 5 \cdot \frac{1}{9 ^{3}} = 5 \cdot 9^{- 3}
