The sum of the marginal relative frequencies in the total row and the total column of a two-way table should each be equal to 1.

We are asked to determine if the above is always, sometimes, or never true. The marginal frequencies in a total row represent the whole population. In the same way, the marginal frequencies in a total column represent the whole population. This means 100 % of the population — or, in decimal form, 1. Therefore, the statement is always true.

b Consider the given statement.

In a box-and whisker plot, the length of the box to the left of the median and the length of the box to the right of the median are equal.

This statement is sometimes true, because the length of the box to the left of the median and the length of the box to the right of the median will be equal only if the data distribution is symmetric.

c Consider the given statement.

Qualitative data are numerical.

Recall that qualitative data consists of labels or nonnumerical entries that can be separated into different categories. However, an example of qualitative data that is numerical could be jersey numbers on a football team or area codes for telephone numbers. Therefore, the given statement is sometimes true.
