If both pairs of opposite sides of a quadrilateral are congruent, then the quadrilateral is a parallelogram.

If one pair of opposite sides of a quadrilateral is both parallel and congruent,

We can determine the shape of a quadrilateral by checking if any of the above conditions is satisfied. If so, then we can say that this quadrilateral is a parallelogram.
