Fractions of powers

When dividing two powers with a common base, the expression can be written as one power by subtracting the exponents.

\frac{7 ^{8}}{7 ^{3}} = 7^{8 - 3} \frac{y ^{9}}{y ^{4}} = y^{9 - 4}

This is true for all non-zero bases.
